Job Title: Home Visiting Project Analyst (MA4)

Location: Olympia, WA / Remote Optional / This project position is expected to end June 1, 2025.  

Closes:  May 15th, 2024

Salary:  $65,748 - $88,416 Annually


This role is integral for supporting imminent policy and implementation work of the home visiting and contracting and systems/policy teams. This position will support planning, analytics, and implementation of the new rates-based payment mechanisms currently under development for home visiting direct service contracts. This will include planning for consolidation or re-structuring home visiting client service contracts and resulting contract development, deliverables, monitoring frameworks, and systems supporting monitoring.

The Opportunity:
The Home Visiting Project Analyst position is situated within the Partnership, Prevention, and Services Division – Family and Community Supports/Strengthening Families Washington team, within the unit supporting home visiting contracting. This position will lead planning, documentation and analytics needed to implement procurement for home visiting expansion (management of request for applications) as funded by federal Maternal Infant Early Childhood Home Visiting and General State Funds in SFY25 and SFY26. This position will also lead the planning, implementation, reporting and analysis of understanding the current array of home visiting programs in Washington state in supporting application of rates-based payment with MIECHV sub-awardees and other efforts to expand home visiting slots.
 

Some of what you'll do:

  • Works directly with the Home Visiting Manager for Implementation and Practice and in collaboration with the Home Visiting Contracting Team.
  • Makes recommendations for changes to the programmatic and fiscal monitoring and reporting systems and updates to the subrecipient monitoring plan.
  • Supports writing of a new contract Statements of Work and other supporting contract attachments.
  • Collaborates with the team to lead in creating systems and processes for sub-recipient monitoring.
  • Leads development of monitoring protocols and supporting tools.
  • Works collaboratively across the Home Visiting team to provide analytic support for implementing new home visiting service contracts.
  • Works with the Home Visiting Contract and Systems/Policy Teams to provide analytic support. 
  • Prepares scenarios to support policy determination for contract variables (e.g. caseload, funding arrays, etc.).
  • Works across the Home Visiting Contracting and Systems/Policy Teams to plan for and manage request for applications for client services for home visiting expansion as funded through MIECHV and GFS.
  • Conducts planning and analysis to support development of parameters for service expansion efforts. 
  • Leads in development of application and guidance materials for expansion based on analysis of prior applications and approved parameters for the fund source.
  • Works with the DCYF contracts office, Home Visiting Leads and Home Visiting Contract team members to plan and coordinate 1-3 Request for Applications for home visiting client services.
  • Works in coordination with the Home Visiting Manager for Systems and Policy to update the Home Visiting Scan, documenting the array of home visiting services in Washington State.
  • Applies project management and organizational skills to devise a process and methods for gathering, analyzing and reporting on research and information.
Required Qualifications:
  • Eight (8) years of experience researching, analyzing or developing protocols for strong fiscal and programmatic oversight. 
OR
  • A bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field AND four (4) years of demonstrated experience researching, analyzing or developing protocols for strong fiscal and programmatic oversight.
OR
  • A master’s degree in business administration, public administration, public health or related field AND two (2) years of experience researching, analyzing or developing protocols for strong fiscal and programmatic oversight. 

Please Note- Years of experience obtained must be in two or more of the following areas:
  • Conducting research
  • Analyzing information, policies, laws, rules, or regulations
  • Conducting business analysis and developing requirements 
  • Leading business projects 
  • Managing business operations business policy development

In addition to those required qualifications, our ideal applicant will also have some or all of the following: 
  • Previous demonstrated knowledge and experience in government or non-profit sector with public funding, including managing or leading projects with operational significance.
  • Demonstrated ability to establish and utilize strong processes to organize complex work and produce analytic analyses, this may include analyzing policies, laws and rules.
  • Previous demonstrated experience conducting research and developing complex reports for various audiences.
  • Previous demonstrated strong customer service skills, with an ability to troubleshoot and seek solutions.
  • Previous demonstrated strong verbal and written skills.
  • Previous demonstrated computer proficiency in Word, Excel, and Power Point with advanced fiscal analytic capacity.
  • Previous demonstrated experience conducting evaluation or costs analysis or cost studies in health, social services or education sectors.
