Salary:  $72,552.00 - $97,596.00 Yearly.

We're looking for a Home Visiting Program and Policy Analyst (Management Analyst 5) to join our team to support critical aspects of statewide home visiting system development, and lead in various critical initiatives necessary to support team and agency leadership. The Home Visiting Program and Policy Analyst (Management Analyst 5) will lead with an equity lens in decision making, processes and outcomes in an effort to minimize the negative impact of bias.

The Opportunity:   
As a Home Visiting Portfolio and Evaluation Analyst, you will manage the contracts associated with external consultants, and implement and make recommendations of practices, policies and procedures for the Home Visiting Services Account (HVSA). The ideal applicant has a deep knowledge of the program activities and goals, state and federal grants, financial systems, and policies and procedures.

Some of what you'll do:
  • Develop and manage contracts for home visiting models that contribute data into the statewide home visiting data system.
  • Develop and manage the contract with the Department of Health, the state agency partner responsible for managing the HVSA data management system.
  • Identify and support the implementation of identified priorities for continued or improved data collection, management, evaluation, and reporting.
  • Lead the Home Visiting Performance-Based Contracting efforts.
  • Manage 3-6 different stakeholder groups.
  • Lead the Home Visiting Performance-Based Contracting (PBC) efforts.
  • Manage engagement of HVSA Local Implementation Agency (LIA) contractors.
  • Utilize Continuous Quality Improvement methods to annually identify and monitor progress of PBC measures.
  • Manage review and planning efforts of the HVSA required data collection.
  • Integrate approaches and findings across areas of work (data management, PBC planning).

Required Qualifications:
A Master’s degree in social work, psychology, social science, health care or a related field, AND three years of progressively responsible experience, administering, developing, supervising or delivering family and child-related social services.
OR
A Bachelor’s degree in social work, psychology, social science, health care or a related field, AND five years of progressively responsible experience in planning, administering, developing, supervising or delivering family and child related social services is required.

In addition, demonstrated experience in two or more of the following areas:
  • Conduct research.
  • Analyze policies, laws, rules, or regulations.
  • Conduct business analysis and developing requirements.
  • Lead business projects.
  • Manage business operations.
  • Business policy development.
  • Federal sub-recipient monitoring
  • Complex contracts management

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org

Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Previous demonstrated knowledge and experience in government or non-profit sector with public funding, including managing or leading projects with operational significance.
  • Demonstrated ability to establish and utilize strong processes to organize complex work and produce analytic analyses, this may include analyzing policies, laws and rules.
  • Previous demonstrated experience conducting research and developing complex reports for various audiences.
  • Previous demonstrated strong customer service skills, with an ability to troubleshoot and seek solutions.
  • Previous demonstrated computer proficiency in Word, Excel, and Power Point with advanced fiscal analytic capacity.
  • Previous demonstrated knowledge of data collection, management, evaluation and reporting.
  • Previous demonstrated experience managing federal grants and reporting requirements and planning data and reporting system development.
  • Ability/willingness to travel for meetings within Washington State, and occasionally national travel if required.
