Description
Grays Harbor College (GHC) is accepting applications for the position of Director of Workforce Funding and Support Programs (WFSP). The Director of WFSPs will lead a team of professionals providing additional funding options and services to improve college access, academic success, and graduation for students who meet income and program eligibility criteria. These programs include BFET (Basic Food Employment & Training), Early Achievers Grant (EAG), Free and Reduced Meal Pilot Program Grant, Opportunity Grant, Student Emergency Assistance Grant (SEAG), Supporting Students Experiencing Homelessness Grant (SSEH), WorkFirst, Free and Reduced Meal Pilot Program Grant, and Worker Retraining Programs.
A majority of students at GHC are living at or below poverty level. The WFSP grants provide additional funding resources and support to students who are pursuing professional and technical programs as well as those in Transitions programs. The Director of WFSPs will supervise staff, manage the budgets, write/revise the WFSP (and other grants as required), and coordinate the programs under the direction of the Dean of Student Services and Enrollment Management. The successful candidate will need to be someone who believes in student success and can approach this work each day with an engaging personality, high energy, creative ideas, innovative perspectives, and a positive approach to problem solving.

Essential Duties and Responsibilities
- Write and submit annual WFSP grant applications on behalf of Grays Harbor College
- Develop grant revisions as needed and when required by the SBCTC
- Supervise and oversee the operations of the WFSP Office, which includes BFET (Basic Food Employment & Training), Early Achievers Grant (EAG), Free and Reduced Meal Pilot Program Grant, Opportunity Grant, Student Emergency Assistance Grant (SEAG), Supporting Students Experiencing Homelessness Grant (SSEH), WorkFirst, and Worker Retraining Programs.
- Ongoing management of grants, including but not limited to: budgets and expenditures, expense records, billings, amendments, plan changes, program evaluation, compliance, goals, and monthly performance.
- Develop and Implement WFSP policies and procedures in accordance with mandated grant requirements.
- Examine programs individually and as a whole to ensure consistency and operational efficiency across all areas.
- Attend local, regional, and state meetings/conferences.
- Regular collaboration with program staff with regard to planning for and use of budget, policy, and implementation.
- Build and cultivate relationships with community and college partners in order to serve as a liaison and relationship builder between GHC, partners, faculty and staff.
- Collaborate with community partners in Grays Harbor and Pacific Counties to ensure efficient referral systems and student support
- Anticipate potential conflicts and attempt resolution before problems occur; plan, evaluate, and consult with staff and outside entities to identify problems; explore solutions and alternatives, and recommend resolutions designed to meet the goals and objectives of the programs served.
- Oversee the review and analysis of data regarding services to students. Use data to develop initiatives to support diverse student populations.
- Assists with operational strategies by evaluating trends, establishing critical measurements, determining productivity, quality, and customer service strategies, resolving problems, and implementing change.
- Comply with college policies, procedures, directives, state and federal regulations, and collective bargaining agreements.
- Support and advance GHC’s strategic plan, and perform other duties as assigned.
- Provide recommendations, advice, and input to leadership on enrollment management activities.
- Coordinate with Communications and Web Services to develop collateral materials for outreach and recruitment including the website, posters, outreach displays, banners, and other pertinent student materials.
- Maintain department website, ensuring information is accurate and providing clear instructions related to all department processes
- Work closely with instructional deans and faculty to involve them in appropriate outreach activities and events.
- Participate in professional development opportunities to keep abreast of developments in the field and integrate best practices and innovations.
- Serve as a member of the Student Services Administrative Leadership Team, and other appropriate college councils and committees.
- Collect data and prepare reports on program goals/outcomes.
- Supervise WFSP staff and provide leadership in staff professional development, including but not limited to staff evaluations, goal setting, regular staff meetings, and one-on-one meetings with staff.
- Adhere to staff contracts and rules and regulations ensuring efficient operations and student success.
- Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively.
- Oversee the assessment of the needs of WFSP students, coordination with academic programs to respond to those needs, implementation of marketing strategies, and the provision of support services to, during, and after enrollment in WFSPs.
Qualifications

REQUIRED
- Bachelor’s degree from an accredited institution OR a combination of education and related experience
- Two years of experience in grant management, higher education and state/federal regulations or combined experience in the listed fields
- Documented experience working with social service organizations and/or collaborative programming teams
- Supervisory experience
- Successful writing, procuring, and administration of grants
- Experience managing federal programs and budgets
- Strong leadership skills and ability to work collaboratively in a team environment
- Experience using current computer technologies including social media, Microsoft Office and online classroom software
PREFERED
- Master’s degree from an accredited institution in Education, Business Management, Social Services, Business, Organizational Leadership, Management, or enrolled in an accredited Master’s degree program in a related field.
- Three or more years of experience in grant management, higher education and state/federal regulations
- Documented experience working with social service organizations and/or collaborative programming teams
- Experience supervising part-time, full-time, 1050, and work-study employees under grant regulations
- Successful and proof of writing, procuring, and administration of grants
- Experience managing staff and budgets (preferably with government grant program)
- Strong leadership skills and ability to work collaboratively in a team environment
- Experience using current computer technologies including social media, Microsoft Office and online classroom software
- Dual language proficiency in Spanish
