The City of Walla Walla offers a comprehensive benefits package including medical, vision, and dental health insurance. City paid $50,000 Life/Accidental Death & Dismemberment insurance plus voluntary Life and Long-Term Disability. Washington State Public Employees Retirement Program (PERS) II/III. City match up to 3.5% of base salary for deferred compensation (457(b)). 3% bilingual Spanish premium. Generous vacation leave, sick leave, and ten (10) paid holidays plus 40 hours floating holidays annually.
NATURE OF POSITION
As part of the Walla Walla Fire Department (WWFD) Community Paramedic/Mobile Integrated Health Program, this position will respond to, provide assessment, and navigation to individuals with complex needs, such as those with Co-Occurring disorders, behavioral health concerns, comorbid conditions, housing, financial and other social service needs. This position works alongside emergency medical services (EMS) responders to address residents' needs for care coordination, social service resources, and/or crisis intervention. This position may be requested from community partners and/or accompany emergency medical responders to provide overall clinical assessments and referrals to appropriate community services, and/or connect clients to case management services. Must be able and willing to work all shifts, including nights, weekends, and holidays. Individuals may be required to wear a uniform in this role.
REQUIRED MINIMUM QUALIFICATIONS
Any combination equivalent to: Bachelor’s degree in Social Work or related field, and experience in the direct treatment of individuals who are acutely and severely mentally ill, those with substance use disorders, and those with comorbidities. Possession of a valid driver's license. Possession of and the ability to maintain licensure throughout the period of employment of one of the following licenses issued by the State of Washington is required at the time of hire:
- A valid Licensed Independent Clinical Social Worker (LICSW), or
- A valid Licensed Advanced Social Worker (LASW), or
- A valid Licensed Social Work Associate and Independent Clinical (LSWAIC), or
- A valid Licensed Social Work Associate and Advanced (LSWAA)
DESIRED QUALIFICATIONS
Bilingual in Spanish. Master’s degree in Social Work. Experience as a hospital social worker/discharge planner is preferred. Ability to conduct 1077 forensic examinations.

- Respond to residents’ home or areas of residence to screen, refer, treat, and coordinate delivery of health and social services to individuals with behavioral health needs.
- Conduct assessments for individual and family biopsychosocial needs in non-emergent and crisis situations.
- Assess clients’ immediate needs and refer them to appropriate community resources; help clients develop a safety plan; provide information and referral services for social services; and coordinate social service delivery with other agencies within Walla Walla County to provide optimum service delivery to clients.
- Gather, review, and evaluate complex data, and make appropriate recommendations.
- Provide direct clinical services and care coordination, utilizing evidence-based practices for acute crisis intervention, acute therapeutic interventions, and case management.
- Initiate handoffs of patients to appropriate community resources and ensure follow-through on service connection.
- Provide current documentation of all contacts and interactions with the appropriate electronic record system.
- Serve as a liaison with other City departments, divisions, outside agencies, and the community to assist with a focus on addressing individual dependency on emergency services and innovations.
- Consult with Case Managers, Supervisors, and other agency professionals regarding patients with complicated issues.
- Provide training to City of Walla Walla personnel on social service resources as needed.
- Communicate and prioritize team assignments and goals for maximum efficiency and effectiveness.
- Facilitate the transport and/or transport person(s) in need of assistance to appropriate facilities.
- May provide support for other Community Outreach Specialists and Community Support Specialist/Social Workers.
- Thoroughly prepare documentation to complete electronic Patient Care Reports (EPCR) that satisfy departmental requirements for medical accuracy, billing information, and legal aspects related to care delivered.
- Work cooperatively with customers and employees as a member of a service-oriented team; able to present a positive professional image to the general public and other City Departments.
- Provide medical treatment and procedures that are consistent with current licensure.

PHYSICAL DEMANDS
Hearing and speaking to exchange information; sitting or standing for extended periods of time; intermittent movement, kneeling down, stooping, bending at the waist, walking and lifting up to 20 lbs; working with people with unknown medical problems; exposure to contagious diseases and blood; working with hostile or abusive individuals; and driving a vehicle for work.
WORK ENVIRONMENT
Work is performed in both an office and field environment with routine public contact and occasional contact with distressed individuals. Personal contacts may present moderate stress and threat to personal safety with interactions with victims of violence; may be subject to threat from abusive individuals and may require extended work schedules during periods of emergency services.
