Summary of Duties:
This position provides leadership, coordination and completed activities for two significant efforts at the WSU Energy Program. The first of these is the approximately $1,200,000/year Bonneville Power Administration (BPA)-funded Emerging Technologies support effort. Key duties include negotiating, tracking and reporting the budget with lead staff at BPA, coordinating the overall effort with BPA's team through regular meetings and reports, developing and managing subcontracts for partners, managing energy efficiency research projects conducted under the agreement, leading a webinar series on topics in emerging technologies and developing white papers on specific topics in the subject. Bonneville has also directed the Energy Program to manage a strategic energy management (SEM) pilot, which is currently partnered with 30 schools across Washington State and the Department of Enterprise Services to improve building efficiency in underfunded districts.
The other effort is funded by the State Department of Commerce to support approximately 70 Resource Conservation Managers (RCMs) in Washington State through coordinating information sharing and training activities such as webinars, a monthly newsletter, and meetings of RCMs. Other core duties include negotiating the statement of work and budget with the Department of Commerce, preparing the regular progress reports conducting outreach to state and other public sector agencies for which RCM's might be a good fit, coordinating activities with the State's Department of Enterprise Services' RCM team and providing them with support.
Required Qualifications:
• A Bachelor's degree in a relevant extension program discipline and two (2) years of related program experience. Any combination of relevant education and experience may be substituted for the educational requirements on a year-for-year basis. A Masters degree in a related energy program field may be substituted for the required education.
Preferred Qualifications:
• Experience in developing program proposals or grant writing.
• Experience with building energy analyst software.
• Experience in program and technical report development, including scheduling, draft development, and editing.
• Knowledge of resource efficient construction methods.
• Knowledge of the manufactured housing industry and the Energy Star program.

Monthly Salary:
$5,705.16 - $7,219.00

Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position. Successful candidates typically begin up to mid-point of the salary range.
