Job DescriptionThis position is responsible for the management all operating company technical performance data, goals, and targets, facilitates sharing of technical data and lessons learned, supports organization of technical compliance documentation, ESG reporting, all to ensure safety, protection of the environment, compliance, and drive continues improvement in technical performance.
Provide technical support to Saltchuk Marine operating companies as it relates complex dry docks periods and similar projects using a high level of project management discipline. Supports complex dry dock planning, scheduling, procurement, cost estimating/pricing, tracking KPIs, and execution.
Liaise with the procurement department to ensure that 3-bid processing for technical procurement (parts and services) is followed, supports this process, for both normal operations and dry dock planning.
Monitor and support finance with preparation of all M&R budgets and capital expenditures, supports the rolling forecasting process, and monitor budget execution against plan.
Supports vessel preventative maintenance system development and administration, monitoring, and quality review and shares best practices. Acts as the designated interface between the technical teams at the operating companies and the maintenance management system administrators to ensure high level alignment and synergies.
Performs a variety of tasks in support of assigned projects.
Essential Functions:
Technical Performance
* Manage operating company technical performance data / KPIs such as out of service, preventative maintenance, etc. and assists with the annual technical goal and target setting process.
* Support the technical investigation process, incident analysis, and facilitates development and sharing of technical lessons learned.
* Manage technical / regulatory compliance documentation library including vessel DOCs.
* Coordinate ESG reporting.
* Support organization of technical team conferences and training.
* Manage any other projects that drive continuous improvement in technical performance.
Technical Portfolio and Project Management
* Maintain a technical project portfolio, tracks updates, and drives progress towards completion.
* Consolidate operating company dry dock / out of service scheduling and manages the process of reviewing and deconflicting it as appropriate.
* Support the planning of complex dry docks / out of service periods in accordance with the dry dock planning and execution guidelines and applies a high rigor of project management skills. Develops and implements the use of KPI sets to measure performance and appropriate reporting to allow for instant plan correction where appropriate.
* Provide technical project management support to similar projects e.g. CARB, Asset Management Planning, technical strategic planning, etc.
Technical Procurement
* Liaise with the procurement department to ensure that 3-bid processing for technical procurement (parts and services) under M&R and CAR spending is followed, supports this process, for both normal operations and dry dock planning.
* Ensure through reporting a high level of transparency of technical procurement trends and devises recommended actions to improve strategic procurement.
* Act as a SME where appropriate in supporting processes to improve technical procurement including the development of templates in SAP and Master Services Agreements.
Maintenance Management
* Support vessel preventative maintenance system development and management.
* Develop high level technical maintenance reporting.
* Develop a long-term asset management process that takes into consideration lifecycle of each vessel by component such as hull, propulsion thrusters, engines, winches, etc.
* Act as the designated interface between the technical teams at the operating companies and the maintenance management system administrators to ensure high level alignment and synergies.
Finance
* Monitor and supports finance with preparation of all M&R budgets and capital expenditures.
* Support the associated rolling financial forecasting process and monitoring of cost spending.
* Monitor all technical spending against budget / plan and reports monthly on deviations.
* Conduct technical H&M claims analysis and leverages this to reduce overall claim costs. Develops appropriate KPI sets, technical positions papers, that can positively affect claims management including presentation to underwriters, case studies, and other means to reduce insurance premiums.
Knowledge, Skills and Abilities:
* The English language adequate for effective spoken, written, and phone communication.
* Standard accounting methods, project scheduling, system safety and reliability, shipyard safety requirements.
* Ship and barge operation, construction, maintenance, and repair.
* Supply chain logistics, maritime shipping industry
* Excellent communication and human relation skills necessary in dealing with employees, subcontractors, vendors, and customers.
* Ability to prepare comprehensive coherent written technical reports.
* Ability to plan and organize work in an often-changing environment.
* Ability to remain calm and maintain a sense of humor during times of stress.
* Ability to use a personal computer for word-processing, spreadsheets, SAP, and scheduling software (P6 or MS Project).
* Ability to give attention to detail, to make decisions, and to solve problems (sometimes involving complex technical or management issues).
Minimum Qualifications: This position requires a Bachelor's degree and four years of relevant experience in the marine, construction or logistics industry including some project management or relevant experience. A degree in accounting, business, logistics or construction management is highly desirable
Compensation:
Pay for this position will be between $97,149 and $145,724 annually.
Incentive Compensation Plan:
This position may eligible for an Incentive Compensation Plan bonus of up to 20% of base pay, subject to Company and individual performance and per company policy. Individuals hired/transferred during the year will be eligible to receive a pro rata share after six (6) months of service in the event that a bonus is paid out.
Vacation:
This position will accrue 15 days of vacation a year. Accrued vacation will be vested and available for use after successfully completing six (6) months of service.
