Baker District is actively seeking a Presales Forester. The position will have a duty station in Sedro Woolley, WA. The varied terrain and microclimates in the Baker District provide many forestry challenges in timber sale layout. The successful candidate oversees the design of timber sales for the district’s timber sale program, which will include boundary traversing, collecting and analyzing plot data, incorporating the Department’s Habitat Conservation Plan, Policy for Sustainable Forests, and applicable Forest Practices Rules into the design, completing all documentation and analyses including a Forest Practices Application and SEPA, and developing silvicultural prescriptions for long term management. Presales Design
- Research and analyze the operational feasibility of harvest units. Develop a feasible timber harvest plan using GIS, LIDAR, logging system analysis software, aerial photos, field observations, and maps and consult with engineers, biologists, other foresters, and the unit forester to implement good presales designs and forest road planning. Operational feasibility is critical.
- Research and devise appropriate silvicultural prescriptions, review, and analyze similar stand prescriptions, and utilize GIS, department planning and database software, growth and yield models, department protocols, Forest Practice Rules, and field observations while consulting with the region silviculturist and in some cases the biologist to devise a plan to successfully regenerate harvested areas or plan habitat treatments that meet department policies.
- Foster good working relations with community members and adjacent landowners and be transparent about our operations. Communicate and negotiate with adjacent landowners and external groups through various means including public meetings, and field site visits, and use written and oral communication strategies to resolve property line discrepancies, cost share agreements, and access for state lands projects. Present during education and information-sharing opportunities.
- Implement Habitat Conservation Plan (HCP) requirements and Policy for Sustainable Forest (PSF) requirements on state lands, such as legacy cohorts and sensitive area protections like potentially unstable slopes, riparian areas, old growth stands, and cultural resources, all while maintaining a feasible harvest operation by coordinating site visits and consulting with biologists, geologists, archeologists, and silviculturists. Assess, review, and implement all applicable policies, rules, and regulations and incorporate any specialist input into the presales design process and timber sales contract.
- Analyze and ensure all planned timber sale units are safe, meet economic and fiduciary requirements, complement long-term watershed and landscape objectives, and protect or mitigate environmental concerns. Harvest units will be examined and selected by analyzing ecological, economic, and social constraints.
Potential for Timber Sale Compliance- Ensure contract requirements are reviewed and understood by coordinating a pre-work meeting with the purchaser and operator. Ensure contract requirements are met during active logging operations by field compliance visits and active communication with the purchaser and operators. Utilize a strong working knowledge and in-depth understanding of timber sale objectives and contract clauses.
- To provide trust beneficiaries with revenue, a payment securities and billing schedule will be calculated utilizing a full understanding of fiscal principles associated with road construction and timber harvest operations.
- Ensure regulatory, environmental, social, political, and fiscal objectives are met by consulting and coordinating with resource specialists using HCP guidance, internal and external policy requirements, interdisciplinary team meetings, and knowledge and experience.
- Maintain a compliance packet containing all the relevant permits, documents, maps, and forms, including FPA conditioning, prepared notes to the contract administrator, road use permits, and cutting line agreements that may require additional communication steps. Keep a compliance diary that records interactions with purchasers and operators, including corrective actions, disputes, timelines met, and accomplishments.
This may be filled as an in-training position. This is designated as a 12-24 month training plan. If you complete all elements of the training steps in a shorter amount of time, we may waive the remainder of the time required. Candidates will be considered as Natural Resource Specialist 1 (NRS2 In-Training) or Natural Resource Specialist 2, depending on qualifications.
Required Qualifications:
Natural Resource Specialist 1 (NRS2 In-Training)
(Salary range: $3,700 - $4,968 per month):
- Associate’s degree in forestry, natural resources, environmental science, or similar area of study AND one year of experience in a natural resource field;
OR a combination of education and/or experience equivalent. - Knowledge of laws, policies, and practices related to forest management.
- Knowledge of timber harvesting operations and management practices.
- Knowledge of timber sale and silvicultural contracts.
- Written and verbal communication skills.
Natural Resource Specialist 2
(Salary range: $4,174-$5,615 per month):
- Bachelor’s degree in forestry, natural resources, environmental science, or similar area of study AND 1 year of experience in a natural resource field;
OR a combination of education and/or experience equivalent. - Experience with timber sale boundary identification, mapping, and marking; critical features identification (riparian, slope stability, habitat, forest health) and plot data gathering.
- Knowledge of forest management principles, silvicultural prescriptions, and timber harvesting operations (including cable systems and thinning techniques).
- Knowledge of forest road construction principles.
- Knowledge of timber sale and silvicultural contract administration.
- Strong written and verbal communication skills.
